财产保全中心机制（以下简称"财产保全中心"）是最高人民法院（以下简称"法院"）根据《企业破产法》和《最高人民法院关于执行中华人民共和国企业破产法的解释》等法律、司法解释的规定，于2008年5月29日成立的。财产保全中心是法院依托社会第三方力量，对重整、和解程序中涉及的财产进行保全的专业机构，主要从事破产财产保全和执行保全等业务。
财产保全中心的职责主要包括：
对破产财产进行保全； 对执行财产进行保全； 对破产债权人的合法权益进行保护； 对执行程序中的财产进行管理和处置； 其他法律、司法解释规定的职责。财产保全中心成立以来，法院积极推动财产保全中心的制度建设，制定了《最高人民法院关于财产保全中心工作的若干规定》等规范性文件，明确了财产保全中心的职责、权限，对财产保全中心的业务范围、工作程序和监督管理等方面进行了详细的规定，为财产保全中心开展工作提供了制度保障。
财产保全中心采用市场化运作模式，通过公开招标的方式选取具有保全能力、专业水平的机构，委托其作为财产保全机构，对破产财产和执行财产实施保全。财产保全中心负责对保全机构进行监督管理，确保保全工作规范、合法。

The Property Preservation Center adopts a market-oriented operation model. Through public bidding, institutions with preservation capabilities and professional levels are selected as property preservation institutions to implement the preservation of bankruptcy property and execution property. The Property Preservation Center is responsible for supervising and managing the preservation institutions to ensure that the preservation work is standardized and legal.
